What is different in Manitoba

Two layers of law apply to a loan in Manitoba. Federal law sets the outer limits: the Criminal Code criminal rate of interest is 35% per year, and where a province operates a licensed payday lending regime the federal payday lending regulations cap the cost of borrowing at $14 per $100 advanced.

Provincial law then does the rest. Manitoba sets its own consumer protection rules, licenses most non-bank lenders, and may set a lower payday cap than the federal figure. Each province also runs its own complaint route for provincially licensed lenders, while the Financial Consumer Agency of Canada handles complaints about federally regulated institutions.
